For the Cookie Dough Layer:

1/4 cup unsalted butter, softened

1/4 cup brown sugar, packed

1/4 cup granulated sugar

1/2 teaspoon vanilla extract

1/4 cup all-purpose flour (heat-treated)

1/4 teaspoon salt

1/2 cup mini chocolate chips

To heat-treat flour, spread it on a baking sheet and bake at 350°F (175°C) for 5 minutes. Let cool before use.

Preheat the Oven: Preheat your oven to 350°F (175°C). Grease and line an 8x8 inch square baking pan with parchment paper, leaving some overhang for easy removal later.

    Make the Brownie Layer: In a large mixing bowl, combine the melted butter, granulated sugar, and brown sugar. Mix until well combined.

      Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

        In a separate bowl, whisk together the flour, cocoa powder, salt, and baking powder. Gradually add the dry ingredients to the wet mixture and mix until just combined. Be careful not to overmix.

          Fold in the chocolate chips, then pour the brownie batter into the prepared baking pan, spreading it evenly across the bottom.

            Make the Cookie Dough Layer: In another bowl, beat together the softened butter, brown sugar, and granulated sugar until light and fluffy.

              Mix in the vanilla extract, followed by the heat-treated flour and salt. Stir until a soft dough forms, then fold in the mini chocolate chips.
