4 tablespoons unsalted butter, divided

5 cloves garlic, minced

1 teaspoon fresh thyme leaves, chopped

1/2 cup heavy cream

1 pound Yukon Gold potatoes, peeled and quartered

1/2 cup whole milk

1/4 cup sour cream

2 tablespoons chives, finely chopped (for garnish)
