Stir in the soy sauce, oyster sauce, and sesame oil, mixing well. Allow it to cook for another 2-3 minutes.
Add the chopped bell pepper and grated carrot to the mixture, cooking until they are slightly softened, about 3 minutes.
Remove the skillet from the heat and fold in the chopped green onion.
To serve, take a lettuce leaf and spoon a generous amount of the beef mixture into the center.
Garnish with fresh cilantro and serve with lime wedges on the side for an extra burst of flavor.
