In a large skillet, heat the vegetable oil over medium-high heat until hot.
Add the beef slices to the skillet, season with salt and pepper, and sear for about 3-4 minutes until browned. Remove the beef from the skillet and set aside.
In the same skillet, reduce the heat to medium and add the minced ginger, garlic, and chopped scallions. Sauté for 2-3 minutes until fragrant.
Return the beef to the skillet, and add the cooked jasmine rice, soy sauce, and sesame oil. Stir well to combine all the ingredients.
If using, sprinkle red pepper flakes over the mixture for some heat and mix well. Cook for an additional 3-4 minutes, stirring occasionally, until heated through.
Taste and adjust seasoning with more salt and pepper as needed.
Serve hot, garnished with fresh cilantro and additional scallions if desired.
Notes
Adjust the spice level by adding or omitting red pepper flakes.
