In a large mixing bowl, combine the ground beef, breadcrumbs, Parmesan cheese, minced garlic, egg, soy sauce, Worcestershire sauce, salt, and pepper. Mix until well combined.
Shape the mixture into small meatballs, about 1 inch in diameter. This should yield around 20 meatballs.
In a large skillet, heat the sesame oil over medium heat. Add the meatballs in a single layer and cook for about 8-10 minutes, turning occasionally until all sides are browned and cooked through.
While the meatballs are cooking, in a separate bowl, whisk together the honey, ketchup, and apple cider vinegar.
Once the meatballs are thoroughly cooked, pour the honey garlic sauce over them in the skillet. Gently toss the meatballs to coat them in the sauce and simmer for an additional 3-4 minutes until the sauce thickens slightly.
Remove from heat and garnish with freshly chopped parsley before serving.
