Rinse the rice under cold water in a fine mesh strainer until the water runs clear.
In a medium saucepan, combine the rinsed rice and vegetable broth (or water). Add garlic powder, onion powder, and a pinch of salt. Bring to a boil over medium-high heat.
Once boiling, reduce the heat to low, cover the saucepan, and simmer for about 15-20 minutes, or until the rice is tender and the liquid is absorbed.
Remove the pot from heat and let it sit covered for an additional 5 minutes. Fluff the rice with a fork.
In a small bowl, mix together the lime juice, lime zest, olive oil, and additional salt if needed.
Pour the lime mixture over the fluffy rice and add the freshly chopped cilantro. Optional: stir in red pepper flakes for a spicy kick.
Gently mix everything until the rice is evenly coated with the lime and cilantro mixture.
